Treaties of the Camarilla

(Ratification): This Treaty no longer serves as current law given the ascension of the Assamite Justicar seat at the Atlanta Conclave in the year 2004. Whereas we, the elders and the Kindred of the Clans Ventrue, Tremere, Toreador, Nosferatu, Gangrel, Brujah, and Malkavian, gathered together in Brotherhood and Mutual faith and hereinafter known as the Camarilla, being the True and Only Rightful Heirs of the estate of Caine, do desire an end to the Unlawful and Diabolistic Practices of the Rebels hereinafter known as the Clan Assamite; And whereas the said Clan Assamite does desire that the said Camarilla shall hold back its Hand from the full and Ultimate Extinction of the Clan Assamite: Therefore, be it agreed between all Parties signed and witnessed hereunto that the following Articles shall stand as binding between all Parties and their Progeny and Servitors, from this date perpetually... The Clan Assamite shall refrain from taking the Blood of other Kindred, and as surety of this provision shall submit themselves to a ritual to be administered by the Elders of the Clan Tremere, whereby Kindred Blood shall be made poisonous to them;
The Clan Assamite shall remain peacefully in the territory ceded to them by the Camarilla, which they have historically claimed as their own. They shall seek no expansion of this territory, nor shall they permit any unrest of mortals within their territory to spread to other areas. They shall not travel, either singly or in groups, outside this territory, nor shall they have Retainers or Servitors of any kind travel outside this territory on their behalf. The Princes of the Camarilla have the perpetual right to call a Blood Hunt against any Assamite or Assamites within their fiefs, and need give no other reason for such a Blood Hunt beyond membership of the Assamite bloodline.
The defenses of the castle of Alamut shall be dismantled to the point where the castle can no longer withstand a siege or other attack by forces of the Camarilla. The Clan Assamite shall permit observers from the Camarilla to verify compliance with this provision further, any re-fortification of Alamut, or any attempt to establish a fortification elsewhere, shall be in breach of this treaty, and a worldwide Blood Hunt may be called against those committing the breach.
The Camarilla undertakes to cease all action against the Clan Assamite, and not to violate the borders of its agreed territory without the sanction of a full Convocation of the Camarilla. The Clans of the Camarilla agree amoung themselves that they shall no longer seek to employ members of the Clan Assamite as hired assasins, and that those violating this provision shall forfeit the protection of their Clans and may be subject to a Blood Hunt. The Clan Assamite undertakes to cease any and all activity of its members as assasins for hire.
Many years have passed since the start of our current conflict now called the Anarch Movement. Be it known that on this night of 23 October, 1493, the Jyhad has ended. The time for self-destruction is over.
This Concordat, bound in the Covenant of Caine by sacred vow, represents an unyielding vigilant truce between the Kindred known unto themselves as Anarchs, the Clan Assamite and the free-standing Kindred bound under the title of Camarilla. Henceforth, the parties shall be recognized by faction as the Anarchs, the Assamites and the Camarilla.
Each of the parties agrees to the responsibility of maintaining peace. Each shall lay its censures upon any who breach or oppose this sacred Agreement. Accounting will be made of all parties for violations by them to either the letter or spirit of this Agreement. This document is legally binding under the accepted Lextalionis of all Cainites as it has passed through the ages. All Kindred are entreated to accept and gain pleasure from this peaceful accord.
Be it known that the Anarchs will enjoin with the Camarilla as an accepted part, making it whole. Anarchs are expected to work peacefully to achieve their own ends. They must become defenders of all and they shall receive full entitlement to all rights and privileges belonging to all Camarilla Kindred. All Anarchs shall be accepted back unto their elders and their formerly denounced clans without any fear of reprisal. Only the most vicious of atrocities shall not be forgiven. These shall stand written for the Justicars to hear within one year after which all allegations are no longer valid. All Anarchs shall reclaim all remaining and rightful property confiscated from them. In return, they must turn over any war gains taken during the conflict by giving them to their sires or any recognized clan elder.
Know also that if the Anarchs are further warred upon, this open jyhad invalidates their responsibility to maintain peace with their attacker. They may act freely without fear of reprisal from any nonactive members of the Camarilla. Anarchs are guaranteed the freedom to act as they please short of breaching the "Masquerade" imposed for the protection of all Kindred from the kine.
It is also noted that any member of any other self-proclaimed sect must openly declare this before his elders and renounce this relation. Failure to do so will result in the destruction of any deemed guilty. No Kindred may be sent knowingly to his death by an elder or sire unless the security of clan or Camarilla outweighs the possible loss of unlife.
From this night forward, the Assamites shall henceforth no longer commit diablerie upon members of other clans. The Assamites must commit themselves to this acceptance by a mark of assurance placed upon them in the form of a thaumaturgical limitation. All members of the Assamites shall become unable to drink freely of the vitae of other Kindred from now unto forever. In addition, the Assamites shall pay the Brujah elders of Spain two thousand pounds of gold in ransom of the five Assamite elders captured committing diablerie. Also, the Assamites may no longer participate in Blood Hunts.
Be it also known the Assamites are guaranteed complete independence from Camarilla demands. The Assamite fortress, Alamut, shall be free from any further assaults. Assamites are also granted, out of respect for their beliefs, the freedom to commit diablerie upon all Kindred not recognized as holding membership within the Camarilla.
It is rendered that all parties involved and all showing allegiance to any of these parties shall be held responsible for all aspects of this Convention brought forth here, in the neutral kingdom of England, outside the hamlet of Thorn, near the town of Silchester. May Caine hold truth and peace for us all.

The Justicars uphold the Traditions above all things.
The Second Tradition clearly states- "Thy Domain is Thine own Concern- NONE may question thee in Thine Own Domain".
The Justicars are Judges of all; they recognise no "Sect" - they are of the Camarilla as that is, in their opinion, the only Sect that does exist. If a Kindred places themselves in another "Sect" it matters not to them - they shall enforce the sacred Traditions fully.
It is clear that several "Anarchs" hold territory and Domain over many lands - the Justicars recognise that while these Kindred do not use the language of the Camarilla and do not refer to themselves as Princes or claim to hold Praxis, this is what they do. So be it. The Justicars shall enforce the Second tradition in reguard to their lands.
With this in mind the following judgement is made:
Henceforth, no Camarilla Kindred may subvert by word or deed, action or propoganda any territory that belongs to those calling themselves "Anarchs."
Any who do may be punished by the holders of that Domain within the criteria of the Second Tradition.
This being said, no "Anarch" may subvert by word or deed, action or propoganda any territory that is held in good standing and is claimed by any Kindred loyal to the Camarilla. Any who do may be punished by those holding Praxis of said Domain within the criteria of the Second Tradition.

The Giovanni promise to remove themselves from the affairs of other Kindred. The Camarilla will not interefere in the affairs of Clan Giovanni.

In agreement with the Justicariate and the Family Giovanni, this accord is set into law on this date of October 30th, 2001.
Preamble
In the past 200 years history of Kindred politics in North America, the original Promise of 1528 while elegant in it's simplicity has become problematic in its vagueness in modern times. Thus, the North American segment of the Family Giovanni do hereby propose a document clarifying the relationship between themselves and the Camarilla of North America. This Treaty is by and between the Camarilla and the Family Giovanni upon the North American Continent. This Treaty shall become effective immediately upon ratification by authorized representatives of said parties. It shall be understood that this Treaty only affects relations between said parties within the continent of North America.
I.) Definitions
The Family Giovanni of North America hereinafter referred to as The Giovanni shall include but not limited to the North American Family Head hereinafter referred to as the Family Head and his Representatives to include but not limited to Directors, Dons, and Enforcers, as well as any subsidiary sects functioning under the auspices of either the Family Head or his representatives.
The North American Continent shall include the contiguous United States, Alaska, Hawaii, Central America, the islands of the Caribbean, and outlying islands of North America. Alterations in the political boundaries of the kine will not alter the definition of North America for the purposes of this agreement.
Domain shall refer to an absolute right over all kindred of The appropriate sect, in this case being the Giovanni or the Camarilla, within a specified area.
Holding shall refer to an area under which an individual or Group claims Domain.
A Shared Holding is a Holding which possess officials from both the Giovanni and the Camarilla.
The Shadowlands refers to the alternate plane of existence Which coexists with this one, and is home to the spirits, spectres and wraiths of the dead of this world.
II. Purpose
This Treaty is a reaffirmation of the Agreement of Giovanni Neutrality between the Giovanni and the Camarilla within the confines of the North American Continent. This document supercedes all conflicting terms of the original Agreement, but does not negate those terms of the original Agreement not addressed in this document, nor does it alter the existing agreement between the Giovanni and the Camarilla outside of the confines of the North American Continent.
III. On the Upholding of Mutual Interests
A. In General
The neutrality of the Giovanni shall not prevent cooperation between the Giovanni and the Camarilla on matters of mutual interest.
B. The Masquerade
The Giovanni and the Camarilla will assist each other in maintaining the Masquerade. If an individual aligned to one sect breaches the Masquerade while in the Holding of the other, reparations may be sought under Section V of this Treaty. The knowledge of kindred existence to the denizens of the Shadowlands as well as to the mortals that share a blood Lineage to the Giovanni shall not be considered breaches of the Masquerade.
C. Progeny
The Giovanni and the Camarilla are each independently responsible for granting or denying the right of progeny. Members of the Giovanni must seek such permission from the Giovanni, and members of the Camarilla must seek such permission from the Camarilla.
D. Prestation
The Giovanni and the Camarilla will respect the tradition of Prestation without prejudice against members of any other sect.
E. Domains
The geographic area of a Domain may not be held exclusively by either the Giovanni or the Camarilla. Neither the Giovanni nor the Camarilla may bar the other from establishing residence or conducting business in any geographic, political, economic or social aspect of North America as a whole, except as outlined in this Treaty. Both the Giovanni and the Camarilla, when in an Elysium of the other by their own accord, will abide by the rules of the Elysium as set down by the claimant of that Domain. This does not apply when abiding by the rules of Elysium threatens the individual, contradicts the orders of his sect, or presents an imminent threat to the well being of his sect. The Camarilla will recognize the dealings of the Giovanni within the Shadowlands and all denizens thereof to be part of the Giovanni's rights under the Tradition of Domain. The Camarilla will recognize the Shadowlands as a Domain in which the Giovanni may conduct themselves exclusively. The Camarilla shall henceforth consider its members interaction within the Shadowlands to be in violation of the Domain of the Giovanni. Possession and use of the Disciplines and Rituals of Necromancy shall be considered 'interaction within the Shadowlands'. All Camarilla kindred with knowledge of this Discipline must register themselves with the Giovanni. Those that are discovered to have knowledge of Necromancy that are not part of the Giovanni are to be extradited to the Giovanni.
F. Destruction
The Right of Destruction within a Giovanni Domain belongs to the Don. The Camarilla may seek reparations and punishment for violation of Right of Destruction only when the deceased is a member of a currently recognized sect, Ventrue, Tremere, Brujah, Nosferatu, Toreador, Malkavian, or Gangrel. The Giovanni may seek reparations as well for their deceased. Such reparations are further outlined in Section V.
G. Enforcers of the Camarilla
Upon acceptance of the local Don, enforcers in service to the Justicariate may be instructed in the arts of Necromancy to aid, assist, and survey the lands of the dead should Family Giovanni desire it. No negligence or advantages will be used against those being instructed due to the effects of the Blood Bond and practices of Necromancy.
IV. Enforcement and Offices
The Camarilla shall recognize all offices of rulership and Enforcement within the Giovanni. The Giovanni shall recognize the offices of rulership and enforcement within the Camarilla. Both will respect those offices when within the domains of the other, and will not interfere with those officers in the performance of their duties.
A. Giovanni Offices
The Office of North American Family Head shall be recognized as the supreme arbitrator of all grievances and conflicts affecting the Giovanni in North America.
The Office of Enforcer shall be recognized as the authority to enforce the Traditions and standards. The Enforcer may execute the will of the Giovanni within any Domain. The Camarilla will not challenge an Enforcer, though the Camarilla may petition the Family Head for arbitration.
The Office of Don shall be recognized as the highest ranking Giovanni member in an individual Domain. A Giovanni Domain shall be defined as an area ruled by a Don of the Giovanni.
V. Remedies
A. Infractions within a Shared Holding
Individuals accused of committing infractions shall be dealt with by their respective sect. A formal complaint will be lodged with either the resident Giovanni authority in the case of an infraction by a member of the Giovanni, or the resident Camarilla authority in the case of an infraction by a member of the Camarilla. If either authority is the accused or is unavailable, the complaint will be lodged with the appropriate Enforcer or Archon respectively.
In no case will the accused be harmed unless failure to do so will result in imminent harm to another or results in a breach of the Masquerade.
The plaintiff has a right to learn what action was taken on his complaint. If no action is taken, the respective Giovanni or Camarilla authority may banish the accused from the Domain until such a time as the matter can be mutually resolved by said authority.
B. Infractions within an unshared Holding
Individuals accused of committing infractions shall be dealt with by their respective sect. A formal complaint will be lodged with either an Enforcer in the case of an infraction by a member of the Giovanni, or an Archon in the case of an infraction by a member of the Camarilla.
In no case will the accused be harmed unless failure to do so will result in imminent harm to another or results in a breach of the Masquerade.
The plaintiff has a right to learn what action was taken on his complaint. If the accused is not collected and removed from the unshared holding by an authorized agent within reasonable time after notification, the appropriate sect will forfeit its right to deal with said accused.
VI. Evaluation and Alteration of this Treaty
This Treaty as written may be petitioned for revision upon Consensus of the Camarilla Justicars or their representatives and the North American Family Head or his representatives at a formal Conclave of the Camarilla or at the regular meeting of the two sects held every 13 years in Venice.
LET IT BE KNOWN that on this night, the Seventeenth evening of June, in the Year of Our Lord Two Thousand and Six, in the city of New Orleans, Louisiana, in which the parties present have issued forth the following Treaty and Agreement, heretofore known as the Treaty of New Orleans.
I. The Camarilla
The members of the Camarilla, known also as the Ivory Tower, are all those Kindred descended of the Blood who do so now or have previously sworn allegiance to the Camarilla, her Laws and Traditions, including all Acknowledged members of the Sect, her agents, citizens, servitors and assigns thereof.
II. The Sabbat
The members of the Sabbat, known also as the Sword of Caine, are all those Kindred descended of Caine who do so now or have previously sworn allegiance to the Sabbat, her Laws and Traditions, including all Initiated members of the Sect, her agents, citizens, servitors and assigns thereof.
THE HIGH CONTRACTING PARTIES, in order to promote the continued survival and to achieve global peace and security for those members of the Covenant of the Sword and Tower by the acceptance of obligations not to resort to war amongst themselves by the prescription of open, just and honorable relations between Sects by the firm establishment of the understandings of Kindred law as the actual rule of conduct among Sects, and by the maintenance of justice and a scrupulous respect for all treaty obligations in the dealings of organized Kindred with one another Agree to this Treaty of New Orleans amongst the Covenant of the Sword and Tower.
IT IS STIPULATED AND AGREED, by the entirety of the members of the Covenant of the Sword and Tower, that there are in these nights Old Ones, ancients of the race of Kindred, who have come forth with the express purpose to destroy all those who do not adhere to their beliefs. These Old Ones have been judged a significant threat to all of the members of the Covenant of the Sword and Tower and must be ultimately destroyed. It is the ultimate desire of the High Contracting Parties that all of the members of the Covenant of the Sword and Tower lay down arms against each other for the express purpose of battling these Old Ones, their agents, servitors and assigns thereof.
SUBJECT TO AND IN ACCORDANCE with the provisions of this Treaty being agreed upon, the members of the Covenant of the Sword and Tower do hereby agree without further Stipulation to the following Articles:
No member of the Covenant of the Sword and Tower shall interfere in the internal politics of the opposing Sect. Any party found guilty of attempting to interfere in the politics of the opposite Sect will be subject to judgment by the Elders of her Sect.
No member of the Covenant of the Sword and Tower shall take arms in war against the opposing Sect for so long as this Treaty stands. Any party found guilty of violating this Article without just cause shall be subject to judgment by the Elders of her Sect.
All members of the Covenant of the Sword and Tower are to lend aid and arms, reasonably and necessarily within their power, to those members of the opposing Sect for the express purpose of battling against the Old Ones, their agents, servitors and assigns thereof.
There shall be created in each continent the Camarilla position of Chancellor, whose office it is the sole duty of to uphold the Articles of this Treaty, to enforce it upon the citizens of the Camarilla and to act as arbiter of any dispute, compromise or action against the Old Ones, their agents, servitors and assigns thereof. The Chancellor is given the power to create secretaries of her position as necessary and shall henceforth be seen amongst the Camarilla as Enforced and Feared.
There shall be created in each continent the Sword of Caine position of Magistrate, whose office it is the sole duty of to uphold the Articles of this Treaty, to enforce it upon the citizens of the Sword of Caine and to act as arbiter of any dispute, compromise or action against the Old Ones, their agents, servitors and assigns thereof. The Magistrate is given the power to create secretaries of her position as necessary and shall henceforth be seen amongst the Sword of Caine as Devoted and Ominous.
These Articles are henceforth Stipulated and Agreed to by the High Contracting Parties of the Covenant of the Sword and Tower this Seventeenth evening of June, in the Year of Our Lord Two Thousand and Six.
